O presente trabalho propõe averiguar se o clima psicológico positivo numa autarquia
local influencia o desempenho organizacional de forma igualmente positiva. Assim,
inicialmente, aplicou-se um questionário de avaliação de clima psicológico de Brown & Leigh
(1996), para analisar o clima psicológico nos grupos de trabalho da autarquia local.
Seguidamente, aplicou-se um questionário relativo à percepção de qualidade de serviços pelos
munícipes acerca dos serviços prestados pela organização, questionário de Percepção de
Qualidade adaptado do SERVQUAL de Parasuraman, Zeithaml & Berry (1988). No âmbito
deste estudo, participaram noventa e quatro trabalhadores e setenta e cinco clientes,
distribuídos por vinte secções distintas. Entre as duas variáveis foram encontradas relações
directas positivas, ou seja, nos grupos de clima psicológico mais positivo a percepção de
qualidade, também, é maior. Contudo, nos grupos com menores valores a situações não são
conclusivas. Portanto, segundo a literatura já existente as organizações com clima positivo são
capazes de ter um maior desempenho (produtividade, eficácia e eficiência), fomentando a
vantagem competitiva baseada na criação de ambiente de trabalho desenvolvido na
colaboração e em redes de apoio.
This work proposes to help us to find, if in a local autarchy the positive psychological climate influences the organizational performance in a equally positive way. So, in the beginning was applied a questionnaire for assessing the psychological climate of Brown & Leigh (1996), in order to analyze the psychological climate in working of the local autarchy. Then, a questionnaire was applied on the perception of the quality of services by residents about the services provided by the organization (Perception of Quality questionnaire adapted from SERVQUAL by Parasuraman, Zeithaml & Berry (1988). The study involved ninety-four workers and seventy-five customers, spread over twenty distinct sections. Between the two variables, were found positive direct relations, which mean that, in the most positive psychological climate groups, the quality perception it´s higher too. Therefore, according to the literature that already exists, organizations with positive climate are able to have a higher performance (productivity, effectiveness and efficiency) creating in this way, a competitive advantage based on the creation of the working environment developed in collaboration and support networks.
