Violência doméstica: Que mudanças nos últimos quinze anos?

A violência doméstica é ainda um problema complexo. Tem-se redefinido esta
problemática ao longo dos anos nomeadamente sobre a sua ilegitimidade e criminalidade.
Para tal muito contribuíram as mudanças sociais e os movimentos feministas denunciando
publicamente e pressionando os governos para a alteração das leis. Tornou-se óbvia a
necessidade de articulação entre o sistema judicial, policial, os serviços de saúde e sociais.
Com este estudo pretendemos perceber quais as mudanças que ocorreram em Portugal no
campo da Violência Doméstica. Através do questionário utilizado pela Comissão para a
Igualdade dos Direitos da Mulher na avaliação da Campanha Europeia Contra a Violência
Doméstica, foi elaborado o guião de entrevista para a realização deste estudo. Foram
realizadas quatro entrevistas a pessoas peritas nesta temática: da área jurídica, da polícia, das
organizações não-governamentais e da área da investigação. Destas entrevistas foi possível
verificar que desde 1991 foi adoptada vária legislação e várias medidas nesta área; que a
polícia foi um grupo profissional em que foram efectuadas muitas mudanças tanto a nível dos
profissionais como dos recursos disponíveis; ao nível da saúde verificam-se mudanças
pontuais e ao nível das organizações não-governamentais observaram-se grandes
transformações passando de uma situação meramente assistencial a perspectivar o projecto de
vida da mulher.
Domestic violence stills a complex problem. The problem has been redefined along the years namely regarding its illegitimacy and criminality. Social changes and women movements had a very important role denouncing egregiously and pressing governments to change the laws. It become obvious the need to articulate the Judicial, Police, and Health Care systems. With this study we intend to realize which were the changes operated in Portugal regarding domestic violence. Trough a survey used by the Women Rights Equity Commission to the Europe Against Domestic Violence campaign evaluation, an interview guide was created to conduct this study. Four interviews to the area experts were conducted: from Juridical, Police, non-governmental organizations and investigation fields. From such interviews it was possible to realize that since 1991, legislation and several others actions were adopted regarding the issue; the police was one of the professional departments were several changes had been made regarding the police agents formation and resources available; in the health area punctual changes were made and deep changes were done in the nongovernmental organizations that shifted from a mere assistance program to a perspective of the women life project.
