Abstract(s)
Perante a sub-representação dos membros de alguns
grupos minoritários e das mulheres, a nível mundial,
em diversos órgãos de decisão, como é o caso da
política, têm sido criadas medidas de acção positiva,
com o objectivo de se promover a igualdade. Contudo,
estas têm suscitado enorme controvérsia, dividindo
opiniões. O presente artigo teórico pretende identificar,
na literatura, as principais razões desta controvérsia,
dando particular destaque à percepção de justiça.
Propõe, como contributo para este debate, a articulação
dos estudos de género com os da percepção da justiça
(recorrendo às teorias da justiça distributiva, procedimental
e da privação relativa), de modo a procurar
elucidar alguns dos argumentos regularmente usados
pelos detractores das medidas de acção positiva, como é
o caso do argumento do mérito. Esta articulação
revelou-se importante para uma melhor compreensão da
controvérsia sobre as quotas baseadas no sexo e
destinadas a promover a igualdade entre mulheres e
homens.
Positive action measures have been created in order to promote equality in various decision-making contexts where some minority groups and women are typically under-represented worldwide. However, these measures have met great controversy between their opponents and proponents. Focusing on perceptions of justice, in this theoretical article we aim at reviewing the main reasons that the literature has found to explain this controversy. As a contribution to this ongoing debate, in our article we propose an articulation between gender studies and those on perception of justice (drawing on theories of distributive justice, procedural justice and relative deprivation), in order to clarify some of the arguments (e.g., the merit issue) regularly used by opponents to positive action measures. This articulation was crucial to a better understanding on the controversy over quotas based on sex that intend to promote equality between women and men.
