Abstract(s)
The first National Comprehensive Homelessness Strategy 2015-
2020, adopted by the Spanish government in November 2015, is an innovative
policy reform developed with wide political consensus at the national
level. With an overall aim of overcoming the lack of integrated policies in
tackling homelessness, the Strategy envisions the eradication of homelessness
as its ‘final horizon’ under the leadership of the public sector. This
paper discusses relevant EU dynamics leading to the growing adoption of
holistic approaches to homelessness, focussing on the development of
Spanish policy and providing comparative snapshots with the path followed
by the first southern European homelessness strategy. It explores key
drivers behind the adoption of the Spanish National Comprehensive
Strategy on Homelessness as well as its contents and underlying principles,
and it discusses the Strategy’s potential to deliver on its promises.
