Os desafios sociais requerem abordagens à investigação que permitam apoiar a formação de medidas de política pública que proporcionem a emergência e a sustentabilidade de práticas baseadas em evidência científica. Desde 2009 tem vindo a ser implementado em Portugal o programa Housing First com base num modelo ecológico e colaborativo de intervenção que promove a integração comunitária de pessoas com experiência da situação de sem-abrigo tendo por base os princípios de integração comunitária, de escolha do utilizador e implica o acesso a uma habitação independente, permanente e dispersa na comunidade, sem pré-requisitos de tratamento em saúde mental ou adição. Pretende-se contribuir para a consolidação deste programa nas políticas públicas no contexto da União Europeia. Este tipo de solução está integrado na Estratégia Nacional de Integração das pessoas em situação de sem-abrigo portuguesa. Neste estudo analisa-se as políticas nacionais e as estratégias organizacionais para reduzir, reverter e prevenir este fenómeno social. O principal objetivo é compreender a perspetivas dos intervenientes sociopolíticos portugueses acerca das políticas na área das pessoas em situação de sem-abrigo e qual o seu conhecimento acerca das respostas socais existentes no país, incluindo as que utilizam o modelo Housing First. Através de uma análise descritiva quantitativa e qualitativa dos resultados obtidos pelo questionário Homelessness Social Policies in Europe Questionnaire (HOME_EU-HSPE.Q1) e realização de 3 entrevistas qualitativas, demonstrou-se que o conhecimento acerca do modelo e da sua implementação é relativamente restrito, muito centrado nos contextos urbanos de maior escala e que em simultâneo á interesse em desenvolver programas em diversos municípios.
The social challenges require investigative approaches that facilitate the creation of measures of public policy, which allow for the emergence and sustainability of practices based on scientific evidence. The Housing First program has been implemented in Portugal since 2009, based on an ecological and collaborative intervention model that promoted community integration, for people that have experienced homelessness, based in community integration principles and of user choice and provides access to an independent, permanent home, within the community and without prerequisites of mental health or addiction treatment. The intention is to contribute for the consolidation of this program in general public policies in the context of the European Union. This type of solution is also part of the National Strategy of Integration of people in a homeless situation. This study is the analysis on social policies and organizational strategies in order to reduce, revert and prevent this social phenomenon. The main objective is to understand the Portuguese socio-politic parties involved regarding the policies for homelessness and what are the existing social responses, focusing on the responses including the ones used on the Housing First model. Through a descriptive quantitative and qualitative analysis of the results of the questionnaire Homelessness Social Policies in Europe Questionnaire (HOME_EU-HSPE.Q1) and by 3 qualitative interviews it was demonstrated that the knowledge about the model and its implementation is relatively limited, very focused in the bigger scale urban context and that at the same time there are interest in developing programs in several municipalities.
