dc.description.abstractABSTRACT: In light of the intensifying threats to the marine environment, one of the most globally used tools is Marine Protected Areas (MPAs). There is a range of different types of MPAs, with different characteristics and levels of protection. To standardize MPA categories globally, the IUCN has created the IUCN Management Categories. However, its application in classifying MPAs is questionable since it works based on projected objectives, and these are not always reflected in the regulations applied. Incorrect classification of MPAs can lead to a false sense of protection and ultimately to failure in protecting the marine environment. In order to address these issues, two different classification systems have recently been developed, based on the regulations of uses within each zone/AMP. These are the Regulation Based Classification System (RBCS) and the MPA Guide. In this study, the three systems mentioned, IUCN, RBCS and MPA Guide, were used to classify and categorize the Great Barrier Reef Marine Park (GBRMP) in Australia. The results show that both the RBCS and the MPA Guide assign similar classifications, with 64% of the GBRMP areas being poorly protected, 36% moderately protected, and <1% fully protected. Comparison of the three aforementioned systems and the official GBRMP zone designation showed that there are indeed differences between classifying a MPA through the projected objectives, and through the regulations in place, with the latter method being the most accurate in assessing the actual level of protection in place in the GBRMP.pt_PT
dc.description.abstractFace à intensificação das ameaças ao meio marinho, uma das ferramentas mais globalmente usadas são as Áreas Marinhas Protegidas (AMPs). Existe uma amplitude de diferentes tipos de AMPs, com características e níveis de proteção diferentes. Para uniformizar as categorias de AMPs globalmente, a IUCN criou as IUCN Management Categories. Porém a sua aplicação na classificação de AMPs é contestável uma vez que funciona com base nos objetivos projetados e estes nem sempre se refletem nas regulamentações aplicadas. A incorreta classificação de AMPs pode levar a uma falsa sensação de proteção e, em última análise, ao insucesso na proteção dos ecossistemas marinhos. De modo a colmatar estas questões, foram recentemente criados dois diferentes sistemas de classificação, baseados nos regulamentos de usos dentro de cada zona/AMP. Estes são o Regulation Based Classification System (RBCS) e o MPA Guide. Neste estudo, foram usados os três sistemas referidos, IUCN, RBCS e MPA Guide, para classificar e categorizar o Parque Marinho da Grande Barreira de Coral (PMGBC), na Austrália. Os resultados mostram que tanto o RBCS como o MPA Guide atribuem classificações semelhantes, com 64% das zonas do PMGBC pouco protegidas, 36% moderadamente protegidas e <1% totalmente protegidas. A comparação dos três sistemas referidos e da designação oficial de zonas do PMGBC demonstrou que de facto existem diferenças entre classificar uma AMP através dos objetivos projetados, e através das regulamentações em vigor, sendo o último método o mais preciso na avaliação do real nível de proteção existente no PMGBC.pt_PT
