O instrumento, “A Perspectiva da População sobre as pessoas Sem-Abrigo - estudo em Portugal”, foi aplicado por telefone, a uma amostra de 300 pessoas, gerada aleatoriamente. Foi realizada uma análise descritiva. Estabelecendo como base as atitudes e níveis de conhecimento da população inquirida sobre o fenómeno dos Sem-Abrigo, pretende-se entender em que medida a opinião pública poderá ter um papel valioso no combate a esta problemática e de que modo poderá influenciar as políticas públicas produzindo uma mudança social. Os resultados revelam um elevado nível de preocupação dos entrevistados relativamente às pessoas Sem-Abrigo, atribuindo a principal responsabilidade da existência deste fenómeno ao Estado e à Sociedade. Atribuem as soluções ao Governo, apoiando medidas preventivas e de carácter estrutural. Acreditam que uma pessoa Sem-Abrigo é capaz de cuidar de uma casa e respeitar a propriedade dos vizinhos, apoiando programas de alojamento para estas pessoas. Acreditam que o direito a uma habitação é um direito humano básico.ABSTRACT: This study results from a collaboration between the Community Psychology Department at ISPA (Instituto Superior de Psicologia Aplicada, Lisbon, Portugal) and the Research Group on Homelessness and Poverty (Wayne State University, Detroit, EUA). It is included in a transnational research work concerning the public opinion about the homelessness and also the opinion of people that have already been in this situation during their lifetime. The instrument, “The Public perspective on Homelessness: Portugal Survey” was implemented by landline telephone to a sample randomly collected, from 300 participants of the Portuguese population. Subsequently a descriptive analysis was performed. Setting as a base, the attitudes and knowledge levels of the population on homelessness, we seek to understand the extent to which public opinion could have a valuable role in tackling this problem and how it can influence public policies as to generate social change. The results show a high level of concern from the interviewees for the homeless, assigning primary responsibility for the existence of this phenomenon to the State and to Society. They attribute the responsibility to solve this to the Government by supporting preventive and structural measures. They believe that a homeless person is capable of caring for a home and respect the property of neighbours, therefore supporting housing programs for these people.
